ยง 4.152 Executive Order No. 152: Declaring a Disaster Emergency in Nassau and Suffolk Counties, the City of New York and Contiguous Areas

WHEREAS, beginning on October 30, 1991, an intense North Atlantic storm accompanied by gale force winds and wind driven water caused coastal and inland flooding and resulted in personal hardship and disruption of vital public transportation systems in the Counties of Nassau and Suffolk, the City of New York and contiguous areas; and

WHEREAS, the flooding and erosion conditions persisted unabated through October 31st, continuing to pose threats to the public health and safety and impacting the public infrastructure;

NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, do hereby find that a disaster has occurred for which the affected local governments are unable to respond adequately. Therefore, pursuant to the authority vested in me by the Constitution, the laws of the State of New York and section 28 of article 2-B of the Executive Law, I hereby declare a disaster emergency, effective October 30, 1991, within the territorial boundaries of the Counties of Nassau and Suffolk, the City of New York and contiguous areas.

FURTHER, pursuant to section 29 of article 2-B of the New York State Executive Law, I direct the implementation of the State Disaster Preparedness Plan and authorize, effective October 30, 1991, the State Emergency Management Office and other State agencies as necessary to take appropriate actions to assist those affected counties and municipalities in restoring vital public utilities and transportation systems, and to provide such other assistance as necessary to protect the public health and safety.
